Be动词即am/is/are后面接的从句是表语从句,后面需要加一个连接词,因此排除B, B.this是代词,不能做连接词用.which作为连接词,不论在什么从句中前面都需要紧跟一个名词,因此排除D, what是在从句缺少主语是用的连接词,...of public health不是缺主语,所以排除A.

我以前对从句的连接词也总是弄不明白,后来发现必须先弄清楚基本语法里的主谓宾,定状补之后才能理解这些连接词在句中其实是代替的某个语法作用.
